Table of Contents

North Carolina is setting the standard for strategy and performance excellence in state government. Every agency is required to submit and use a strategic plan, overseen by the Office of State Budget and Management (OSBM)—but this isn’t about checking a box. It’s about creating meaningful, measurable impact.

At ClearPoint, we’re proud to support North Carolina agencies as they bring these plans to life. Whether it’s tracking dozens of department scorecards, aligning initiatives to SMART goals, or preparing for a strategic refresh, ClearPoint makes the process manageable, insightful, and collaborative.

Aligning With OSBM’s Strategic Planning Requirements

OSBM requires every plan to include mission, vision, values, goals, objectives, performance measures, and priority questions. ClearPoint offers a structured, digital environment to:

  • Organize and manage strategic plans across departments
  • Track SMART objectives and KPIs
  • Link performance measures to strategic goals
  • Schedule recurring reports that align with OSBM timelines

With our software solution, agencies are able to move beyond static documents to dynamic, living strategies.

How ClearPoint Helps NC Agencies with On-Going Management

ClearPoint makes it easy for North Carolina agencies to meet OSBM’s strategic planning requirements—without getting overwhelmed.

  1. Stay on Track with Built-In Deadlines & Workflows

With built-in workflows and automated reminders, agencies can stay on track for key deadlines like the July 24 draft and August 28 final submission. Teams can collaborate directly in the system, making edits, reviewing content, and finalizing plans all in one place.

  1. Make Data Meaningful

Once the plan is in place, ClearPoint helps agencies connect their goals to real data. SMART objectives, performance measures, and initiatives are all tracked together—so leaders can quickly see what’s working, what’s off track, and where to focus next.

  1. Turn Uncertainty into Insight

ClearPoint also helps agencies go beyond the basics. With support for OSBM’s Priority Questions, ClearPoint makes it easy to capture what your agency still needs to learn and track progress toward answering those key questions over time.

  1. Turn Plans into Action

Finally, ClearPoint bridges the gap between planning and doing. Strategy isn’t just a document—it’s something that should guide daily work. With ClearPoint, agencies can manage projects, report on progress, and share updates with both leadership and the public—all from a single, centralized system.

State Agency Spotlight: North Carolina Department of Public Safety (NCDPS)

North Carolina Department of Public Safety (NCDPS)

The North Carolina Department of Public Safety (NCDPS) is leading by example. A long-time ClearPoint customer, NCDPS currently uses the platform to manage their agency strategic plan.

🎯 Why did NCDPS come to ClearPoint?

The North Carolina Department of Public Safety needed a better way to manage a statewide strategic plan and over 20 department-level scorecards, while ensuring consistent quarterly reporting and performance tracking across the organization.

📈 What was the result?
With ClearPoint, NCDPS built a centralized system for tracking goals, initiatives, and performance measures—supported by reporting workflows, briefing books, and clear evaluation structures. They now manage monthly and quarterly reporting more efficiently and with greater clarity.

🚀 What’s next?
NCDPS is preparing for a full strategic plan refresh in summer 2025. With ClearPoint’s support, they’ll duplicate and roll over their plan, train departments for more direct system engagement, and align reporting to a consistent fiscal year cadence.

New Partner Spotlight: North Carolina Department of Transportation (NCDOT)

North Carolina Department of Transportation (NCDOT)

In response to OSBM’s strategic planning mandate, NCDOT has recently partnered with ClearPoint to support their agency-wide planning and reporting needs.

🎯 Why did NCDOT partner with ClearPoint?
The North Carolina Department of Transportation needed a platform to support their new statewide strategic plan—one that could also connect unit-level plans, track project success, and integrate with their existing tools.

📈 What has the result been so far?
NCDOT is moving quickly. They’ve already mapped out goals, objectives, and metrics, and are preparing to launch ClearPoint alongside their finalized plan by July 1!

The system is being built to support both high-level and unit-specific reporting from day one, creating a clear line of view between statewide goals and the work happening across every team and department. They’re eager to embed strategy throughout the organization to strengthen coordination and ensure everyone is working toward the same goals.

🚀 What’s next?
Next up is finalizing content for the 2025–2029 plan, structuring their account for multilevel strategy tracking. They are also working to finalize their templates and reporting workflows. This foundational set-up in the beginning will make this an automated process moving forward and also ensure consistent alignment with OSBM’s requirements.
