What is a capital project tracker?

A capital project tracker is a register of every capital project a city or county has funded — with an owner, a phase, a target date, a last-update date and the budget — kept current between council meetings. In the ClearPoint data, 80.5% of capital projects went 90 days without an update and 83.0% of past-due projects are still open (93 local governments, January 2026).

Why capital projects go quiet

Why do capital projects fall behind without anyone noticing?

Because the register lives in a spreadsheet that is rebuilt for the council packet and nowhere in between. Across 93 local governments on the ClearPoint platform, 80.5% of capital projects went 90 days without an update; of projects past their target date, 83.0% were still open; and an owned project was 2.2× more likely to get updated than an unowned one (January 2026).

Seven of 3,026 capital projects carried a phase. The rest were a name and a dollar figure.

What phases should a capital project register track?

Planning, scoping, design, bid and award, construction, closeout, complete — seven, not five. Without “Complete” you cannot compute what share of projects ever finish; without a way to close a dead project it keeps counting as late.

What do I get when I export?

Where do the benchmark numbers come from?

ClearPoint platform data: 3,026 capital projects across 93 local governments, January 2026 snapshot. Method below.

Can I add my own budget figures?

Yes. The Budget column is yours; we don’t hold or benchmark dollar amounts.

Why isn’t there a phase field in most trackers?

In our data, 7 of 3,026 capital projects recorded a phase anywhere. The tool ships with seven so yours does.

What happens after I export?

Cohort

93 local governments on the ClearPoint platform with capital projects, January 2026 snapshot; 3,026 projects. Staleness = no update in 90 days; past-due = target date passed and project not marked complete or closed.

What the numbers do not say

The example register is the fictional City of Metropolis. The 2.2× owner effect is a correlation: owned projects are more likely to be updated, not more likely to succeed.
