A capital project tracker is a register of every capital project a city or county has funded — with an owner, a phase, a target date, a last-update date and the budget — kept current between council meetings. In the ClearPoint data, initiatives with a named owner complete at 2.5× the rate (21.5% vs. 8.7%), and ClearPoint shows which projects are overdue for an update or past their target date.

Local government · fewer than 500 employees
In 2017 the city tracked results without a full strategy or council buy-in, and reporting was limited to annual council retreats.
A new city manager aligned department goals and metrics to the mayor and council's goals. Department heads own their measures and rank their capital projects by priority in ClearPoint.
A $411 million capital plan in one dashboard
The 10-year CIP shows fund use from planning and design to construction, with its funding sources, and department heads benchmark against 14 other North Carolina municipalities.

Before 2014 each department tracked goals differently and reporting was sporadic. By 2017, Excel reports existed in several versions as different people updated them.
In Q1 2017, strategic goal data moved into departmental, divisional and corporate scorecards. From 2018, projects were tracked next to KPIs, including approved staff ideas that become linked projects with an accountable manager.
SWOT participation from 85% to 98%
Division heads get a short exported snapshot of progress, and the first three-year strategic plan aligns department projects to corporate strategy.
Why capital projects go quiet
Because the register lives in a spreadsheet that is rebuilt for the council packet and nowhere in between. On the ClearPoint platform, initiatives with a named owner complete at 2.5× the rate (21.5% vs. 8.7%), and ClearPoint shows which projects are past their target date or overdue for an update.

Planning, scoping, design, bid and award, construction, closeout, complete — seven, not five. Without “Complete” you cannot compute what share of projects ever finish; without a way to close a dead project it keeps counting as late.

Method
93 local governments on the ClearPoint platform with capital projects, January 2026 snapshot; 3,026 projects. Staleness = no update in 90 days; past-due = target date passed and project not marked complete or closed.
The example register is the fictional City of Metropolis. The 2.2× owner effect is a correlation: owned projects are more likely to be updated, not more likely to succeed.
