State Spotlight: North Carolina

North Carolina is home to 100 counties and 552 municipalities. With a population of over 10 million, managing city and county strategic plans is no easy task. ClearPoint Strategy has partnered with many local governments within North Carolina to help execute the process.

Buncombe County, NC

Buncombe County is part of the Asheville, NC Metropolitan Statistical Area located in Western North Carolina. The county focused in 2020 on building out their strategic plan, which had high-level focus areas linked to county-wide goals. Following the development of this plan, in May 2021, the county partnered with ClearPoint to bring it to life and begin reporting on these focus areas, goals, measures, and initiatives. The county built out 31 departments in ClearPoint with alignment to county-wide goals and focus areas.  

In order to increase transparency across the county, Buncombe County started utilizing ClearPoint's Community Dashboard platform in the spring of 2022. Below are images of Buncombe County’s dashboard displaying their strategic plan:

Buncombe County is displaying the five major focus areas of their strategic plan, which are further broken down to see more data related to these goals. Data and supporting analyses are pulled directly from Buncombe’s ClearPoint account, making it easy to manage and keep updated.

City of Goldsboro, NC

The City of Goldsboro is home to approximately 35,000 residents and located on North Carolina's Coastal Plain, approximately 50 miles southeast of Raleigh, the state capital. Goldsboro holds one of the leading programs in preservation-based economic development and houses the Seymour Johnson Airforce Base. The City of Goldsboro partnered with ClearPoint to bolster their performance management capabilities in line with their motto: “Be More, Do More, Seymour.”

City of Raleigh, NC

The City of Raleigh is the capital of North Carolina. With a population of over 475,000 residents, it is one of the fastest-growing cities in the United States. The city is known for its beautiful parks, vibrant art scene, and home to several major universities.  

As the second-largest city in North Carolina, Raleigh needed software to house large amounts of data to be able to effectively communicate to residents the progress they were making toward their goals. The city began its partnership with ClearPoint in 2017, and now successfully tracks over 70 city-wide strategic initiatives and performance metrics in their six key focus areas. The city is focused on data-driven decision-making and has organized their strategy in a way for leadership to easily see team performance and execution of the strategy in real-time.  

ClearPoint has also allowed Raleigh to better track their cross-departmental initiatives, which has led to more effective communication across departments and ease of information-sharing to stakeholders.

City of Durham, NC

The City of Durham, located in the northeastern region of North Carolina, was originally founded in 1869. It is now the fourth-largest city in North Carolina, with a population full of rich history and culture. It is home to several universities and numerous museums and historical landmarks.

Durham has been a partner of ClearPoint for ten years. Throughout those years, the city has been able to scale the software as it’s experienced growth, going from only two main users to over 100. Durham has refined its planning and reporting processes since adopting ClearPoint, and the platform is now used to manage the city's three-year strategic planning cycles. Internally, “super users” have even created their own dashboards in the system to manage individual work plans. Externally, the city publishes a dashboard to allow transparent and meaningful interaction within the community, seen below:

The City of Durham is also the only city within Durham County, NC. Responsibilities between the city and county often overlap. Durham County also leverages ClearPoint, which makes sharing information seamless and convenient for both entities.
